Any person may speak on matters on the agenda or any other appropriate subjects. At each point in the meeting when it is appropriate for citizens to speak, the Mayor will so indicate. Each citizen wishing to speak should approach the microphone, and may begin when recognized by the Mayor. Before you begin to speak, identify yourself by clearly stating your name and address. When addressing the Council, please limit your comments to 3-5 minutes. The Council is not permitted to respond to comments during this time.

Owners are responsible for picking up after their animals immediately when on any public right-of-way. On private property, animal droppings must be picked up a minimum of twice weekly and removed from the premises. Dog and cat droppings must be bagged and tied before placing in trash containers for pick-up by the City.

It is unlawful to backwash swimming pools or allow large amounts of water to flow onto a city street or alley. For information on proper draining, please contact your Water Resources Department.

It is unlawful to keep a dog within the city limits that habitually barks, howls or otherwise disturbs the peace and quiet of a neighborhood. If you are having a problem with such a dog in your neighborhood, it is suggested that you first try to talk peacefully with the owner of a chronic barking dog and explain your concerns. Goodyear and other Valley residents are prohibited from using wood-burning fireplaces when Maricopa County environmental officials issue “no burn day” advisories. No-burn days are usually during the winter months when the particulate count in the Valley’s air is at its highest. Residents can hear a daily-recorded advisory, available after 10 a.m., by calling Maricopa County at 602-506-6400.

You do not need a permit to have a garage sale, but there are a few items to know about having a garage sale in Goodyear. Garage sale signs must be on a self supporting stake (wood, metal, etc.) - the sign cannot be taped, nailed, etc. to any pole or traffic device. The garage sale sign cannot be in any city right of way, such as a median or the area between the curb and sidewalk. The garage sale sign cannot be taped or written on a box as this is considered trash. You may have up to four (4) garage sales per year.

To report graffiti, please contact the Goodyear Sanitation Department at 623-932-1637. Various entities (county, state, private, etc.) often times are responsible for removing the graffiti located on their property. The Sanitation or Code Compliance Departments will contact the responsible party for the clean up. If you see graffiti in progress, please contact the Police at 623-932-1220. All cases of graffiti should be reported to the police. This report may be taken over the phone or an officer may be sent to the location. If you believe you know the identity or have information leading to the arrest of a known graffiti vandal, call the Graffiti Hotline at 602-262-7327. You do not have to give your name or other identification and you could receive a reward of up to $250.

Grass or weeds may not exceed a height of six inches on residential property. To report a violation, please call 623-882-7815. If a property is vacant or in foreclosure, the situation may take months, or longer, to resolve.

If you plan on using signs, please remember that signs may not be posted, staked or placed in the right-of-way. Signs may not be nailed or stapled to utility poles. A-frame signs, commonly referred to as sandwich boards, are not allowed on public or private property. Individuals are not allowed to hold and/or display signs. It is unlawful to park a vehicle on gravel, dirt or grass on a residential property. Parking spaces must be paved with concrete, asphalt or masonry. Vehicles must be parked on an improved driveway and in no case will parking be allowed on both sides of the house.

The city cannot force any person owning, leasing or otherwise having control of property to landscape their property. However, any person owning or occupying any building or property is required to remove all trash, weeds, refuse or accumulation of filth or debris from the property.

Recreational vehicles, boats, utility trailers, unmounted campers, or work trailers must be parked in a carport, or garage, or in an adequately screened rear yard except for loading and unloading. Loading and unloading may take no more than 48 hours. Unattached trailers or recreation vehicles may not be left parked in the street for more than 48 hours.

Realizing that apartments and other rental properties have a major impact on the appearance and integrity of neighborhoods, the City Council approved a Goodyear Residential Rental Property Ordinance that falls in line with the State adopted law. The Ordinance, which establishes minimum health and safety standards for rental properties, applies to both the interior and exterior of a dwelling. This applies to any apartment, single-family home, or mobile home that is rented or leased for a fee. Please complete our Action Request Form to report any possible code violations.

If there is a child locked in the vehicle, you will need to call 911 to have a unit dispatched. However, if there is no child involved, you will need to call a locksmith for assistance.

A smoke detector will beep or “chirp” once every minute or so when the batteries are low. Although your smoke detector may be wired into your home’s electrical system, it may still has a battery back-up in case of a power failure. Your smoke detector should be checked monthly and your batteries changed yearly. If your house is new, your smoke detectors may be hard wired. If this is the case, once one device goes off, they all may go off. If your detector(s) is chirping, you should try replacing the batteries. If it continues to chirp, try vacuuming each device as dirt will also set them off. Your smoke alarm should last about 8 - 10 years, after which time they should be replaced. Like most electrical devices, smoke alarms wear out. Smoke alarms are easy to take care of - simply replace batteries at least once a year and keep them clean by vacuuming over and around your smoke alarm regularly. For assistance with your detectors, you may call a licensed handyman or electrician. If you reside in PebbleCreek and you need assistance, you may call Kare Bears at 623-935-6798. The Goodyear Fire Department does not provide smoke alarms nor do we install smoke alarms. You can purchase smoke alarms from any major hardware store.

The Goodyear Fire Department participates in the metro Phoenix Candidate Physical Ability Test (CPAT) Consortium. If you are interested in being a firefighter, attend a candidate orientation class. You must be at least 18 years of age and pass a background check. You may ride with a fire company between 10:00 a.m. and 7:00 p.m. and each person is limited to once per year. Arrangements for ride-alongs must be made at least 30 days prior to your requested ride-along date(s). The date of your ride-along will be confirmed by a fire captain, after passing the background check. A waiver must be completed and your age verified before a ride-along will be scheduled.
